Free access to information should not become abuse tool

Podgorica, (MINA) – Free access to information should not be an institute of abuse, but a tool that everyone will use in adequate and responsible manner, said Minister of Public Administration Suzana Pribilovic.

She said that the government’s belief, as well as the belief of his Ministry, is that fundamental right of every citizen is to demand from the public administration information of public importance.

“This is a foundation of democracy, since if you want someone to participate in reaching decisions you must enable him to use those information”, said Pribilovic at the opening of the conference “Ahead of Amendments to the Law on Free Access to Information”.

She remarked that, in addition to the right to access to information being the fundamental human right and tool for using other human right, it should serve to the citizens, institutions, and civil sector as a tool of prevention for fight against corruption.

Pribilovic stated that public administration employees should be proactive in releasing information, and reiterated that the web portal that the Ministry launched at www.data.gov.me should be a useful tool to the public administration, citizens and companies.

EU Delegation to Montenegro expert Ana Maria Musa said that the existing legislation has many advantages, but also has shortcomings, adding that the working group will come up with the solutions that are aligned with the best international and European practices.

She remarked that the Law must be precise and clear, to be oriented towards the citizens and allow them to solve any possible dilemma and exercise their constitutional rights in practice.
