Agreement signed to modernize Montenegro’s electricity distribution network

Podgorica, (MINA-BUSINESS) – Montenegrin Electricity Distribution System (CEDIS) signed a trilateral partnership agreement on Thursday with the French Development Agency (AFD) and EDF International Networks (EDF IN), establishing a strategic technical cooperation aimed at modernizing Montenegro’s electricity distribution network.

“This technical assistance grant, worth nearly €300,000, will support the modernization of CEDIS and help prepare future investments. The agreement was concluded under AFD’s FEXTE technical assistance programme, providing grant funding of up to €290,000, along with the possibility of additional support for the preparation of future investment activities,” CEDIS said in a press release.

The partnership will provide CEDIS with access to the EDF Group’s expertise in distribution system management, with a particular focus on network digitalization and the development of smart grid solutions, distribution network automation, improved network planning and investment optimization, enhanced resilience of the electricity distribution system, and easier integration of renewable energy sources in line with European energy standards.

CEDIS Executive Director Vladimir Ivanovic said the agreement marks an important step in modernizing Montenegro’s distribution network and strengthening international cooperation.

“Our partnership with AFD and EDF International Networks confirms that CEDIS is recognized as a reliable partner in Montenegro’s energy transition. Cooperation with one of Europe’s leading energy groups will enable us to further strengthen our professional and technical capacities, improve network development planning, and create conditions for greater integration of renewable energy sources,” Ivanovic said.

AFD Deputy Chief Executive Officer Bertrand Walckenaer said that the agreement reflects their commitment to supporting Montenegro’s energy transition through a comprehensive approach combining grant financing, technical expertise, and the prospect of long-term investment.

EDF International CEO Sebastien Ruiz stated that he was pleased to place EDF’s expertise at the service of the partnership.

“Montenegro’s energy transition requires both vision and technical expertise. That is precisely what this cooperation is intended to provide,” Ruiz added.

Minister of Energy and Mining Admir Sahmanovic said that the energy transition is not only a matter of technology and infrastructure, but also a matter of a country’s development vision.

“Our partnership with AFD and EDF International Networks confirms that Montenegro is moving toward modernization, European standards, and long-term energy security. By investing today in knowledge, digitalization, and a more resilient grid, we are laying the foundations for a stronger economy, sustainable development, and a better quality of life for our citizens tomorrow,” Sahmanovic said.
